The experienced financial officer will guide BAS in promoting education and thought leadership in blockchain and digital assets
The Blockchain Association Singapore (BAS) has welcomed Mr Richard Teng as the association’s latest advisory board member.
As the former CEO of the Financial Services Regulatory Authority at Abu Dhabi Global Market (ADGM), Mr Teng has played a major role in developing new regulations and bridging gaps in the finance ecosystem, and he brings a vast experience in the financial and fintech sectors to the table.
His past roles as Chief Regulatory Officer at the Singapore Exchange (SGX) and the Director Corporate Finance at the Monetary Authority of Singapore (MAS) saw him overseeing the development of policies and framework across different trading areas, and he was part of the team responsible for the legislation of the Singapore Securities and Futures Act.

His latest appointment would be invaluable to BAS as they work with the community to leverage blockchain and scalable technologies for business growth and transformation. “It is a privilege to join the Advisory Board of Blockchain Association Singapore. I look forward to providing strategic guidance to the BAS in promoting education, exchange of ideas, and thought leadership in the areas of blockchain and digital assets.” Said Mr Teng.

Mr Richard Teng is also currently an Independent Director to the Board of UAE-based LuLu Financial Holding.
