Ceffu and GMC plan to establish a long-term presence in Bhutan, including an institutional-grade digital asset infrastructure.
The Gelephu Mindfulness City (GMC) and custody platform Ceffu announced a strategic partnership to support the development of Bhutan’s digital asset ecosystem, including plans to establish local operations and a long-term presence within GMC.
The GMC is described as Bhutan’s purpose-built Special Administrative Region focused on mindful, sustainable economic development. Both partners aim to build trusted foundations for responsible digital asset innovation in Bhutan.
As part of the collaboration, Ceffu plans to establish a local entity within the GMC, creating a physical and operational presence in Bhutan. This includes commitments to local hiring, on-the-ground operations, and participation as a founding partner in its digital asset ecosystem.
The partnership will support the development of institutional-grade digital asset infrastructure, including custody capabilities and operational banking access, designed to meet standards required by global institutions.
The combination of the GMC’s regulatory clarity and ecosystem leadership with Ceffu’s infrastructure and operational expertise is intended to attract digital asset firms, talent, and capital to Bhutan.
Ian Loh, CEO of Ceffu, said: “GMC’s approach to development is thoughtful and deliberate, and that strongly resonates with how we build at Ceffu. We believe secure infrastructure, operational resilience, and responsible governance must come first if digital asset ecosystems are to scale sustainably.”
Jigdrel Singay, Board Director of the Gelephu Mindfulness City, said: “Bhutan’s approach to digital assets is guided by long-term thinking, national responsibility, and alignment with our broader development philosophy. At GMC, we are deliberately building the foundations first – clear rules, trusted partners, and real economic participation – rather than chasing short-term momentum.”
The GMC said its invitation remains open to organisations that want to establish real operations, contribute locally, and engage with Bhutan to build a credible digital asset ecosystem.
